The changes with Version 1.3 are primarily intended to insure that Liquib is compatible with the new Windows Vista operating system.  (New releases will be issued for all of my products with similar Vista-related changes.)  Several minor improvements and fixes are also included (particularly to the Upscaling feature).  A revised Help system is the most noticable change:

• Help =>  Liquib Help has been entirely revamped using the HTML Help system.  The old WinHelp program that displayed .hlp type Help files will not be installed with Windows Vista, making this updated Help necessary.  Anyway, the new HTML Help offers some nice features, so this revision is well worthwhile, and probably long overdue.  The Table of Contents panel provides a structured outline of topics, allowing convenient navigation while exploring subjects.  Index, Search and Favorites tabs are also available.  As before, each Liquib screen and dialog includes a Help button to quickly access detailed information on the current task.
